Falsifiability as a design principle in policy research
Too much policy research is designed to validate its own assumptions, generating descriptive case studies that confirm the benefits of digital systems.
To maintain scientific rigour, policy frameworks must be falsifiable. The Public Capability Stack (PCS) incorporates explicit pre-registered falsification rules. By specifying in advance the evidence that would prove our framework wrong, we protect our research from confirmation bias and build a more robust, scientifically verifiable evidence base.
