Paper 1: Formative Multidimensional Composite Index & Econometric TWFE

Following Amartya Sen's Capability Approach, the formative DCLO Index serves as the quantitative measurement construct for the six layers of the Public Capability Stack (PCS). We validate the predictive power of this stack using a Two-Way Fixed Effects (TWFE) lagged panel regression model of the DCLO Index with entity and time fixed effects: $Y_{it} = \beta_1 DCLO_{i, t-1} + \mathbf{X}'_{i, t-1} \boldsymbol{\gamma} + \alpha_i + \delta_t + \epsilon_{it}$, where the dependent variable $Y_{it}$ represents specific multi-dimensional Life Outcomes (PCS Layer 6, such as livelihoods, health, public services, or voice).

We cross-examine the corpus through three sociopolitical lenses to study platform-mediated self-understanding.

1. Conrad's Medicalisation

Tracks the expansion of medical jurisdiction over attention variance. Codes indicators of clinical vocabulary usage, pharmaceutical frames (e.g. brain deficit), and self-diagnosis as a gateway to formal therapy.

2. Foucault's Subjectivity & Biopower

Analyzes the "technologies of the self"—how individuals govern their attention to align with neoliberal productivity demands, using ADHD classifications as a coping and optimization mechanism.

3. Hacking's Interactive Kinds

Maps the "looping effect"—how classifying individuals as having ADHD changes their self-perception and actions, which in turn alters the cultural understanding and clinical classification of the condition.

Paper 3: DPI Governance, Linguistic Conversion & Qualitative Fieldwork Database

Examines the institutional design of Digital Public Infrastructure (DPI) and regional language conversion gates (Maithili case study) while tracking the qualitative fieldwork corpus (target n=150 interviews).

In Digital Capability theory, digital systems are resource-level inputs. Substantive conversion into outcomes depends on conversion factors. Language acts as a critical institutional conversion barrier.

Our mixed-mode field study of regional service journeys in North Bihar evaluates the **Maithili language conversion gate**. When digital government systems omit Maithili, it forces users to hire informal brokers, transforming public infrastructure from an empowering citizen-agency tool into a source of clientelistic dependency.

His doctoral dissertation, "The Public Capability Stack (PCS): Demand Signalling and the Conversion of Digital Public Infrastructure into Life Outcomes," bridges the gap between digital resource deployment and citizen-centric agency. His research combines qualitative case analysis, process tracing across bounded capability-conversion episodes, a pre-registered vignette survey experiment on professional trust, and cautious exploratory panel measurement to evaluate how public digital systems convert into substantive human freedoms.
