Biography
I am a researcher at the International Telecommunication Union (ITU), Geneva and a PhD candidate at the Jindal School of Government and Public Policy (JSGP), O.P. Jindal Global University (JGU), India.
I study how public institutions convert digital resources — infrastructure, public goods, AI services — into real capabilities and better lives. My research argues that digital systems become public capabilities only when demand signals, conversion factors, and governance safeguards align to convert digital resources into trusted, accessible, and sustainable services.
Positionality & Research Ethics Statement
I research the environment within which I am professionally situated. That insider position makes the evidence observable—and it creates strict ethical responsibilities. My doctoral research is conducted under university research-ethics oversight, with written data-use authorisation, and behind strict anonymisation: the institutional cases in my research are never named, no internal document is quoted publicly, and findings are reported at the level of configurational processes, not institutional performance. My dissertation specifies, in advance, the evidence that would prove its framework wrong.
