DPI is a matching problem

Digital Public Infrastructure (DPI) is often treated as a technical engineering challenge. In practice, however, building scalable and citizen-centric infrastructure is primarily an institutional matching problem.

For a DPI ecosystem to generate public value, it must maintain bidirectional signalling channels. On the demand side, citizens and local officials must articulate and aggregate functional requirements. On the supply side, tech accelerators, software registries, and developers must signal their readiness. The make-or-break point is institutional matching—securing the administrative commitments required to link public demand to technology design.
