Adoption is not capability

Governments and international organisations increasingly measure digital success at the resource layer: platforms launched, components published, and users onboarded. This adoption-centric focus represents a significant public policy fallacy.

Physical access to digital infrastructure is merely a resource. True development is realized only when citizens possess the substantive freedom (capabilities) to convert those resources into meaningful life outcomes. Evaluating digital public systems by transaction count or user logs ignores the structural conversion factors—literacy, language, recourse mechanisms, and institutional safeguards—that determine whether technology expands human agency or reinforces existing inequities.
